Per Clipper Site:

The Metropolitan Transportation Commission will be offering free Clipper cards, suspending the $5 card acquisition fee, for a limited time beginning June 16, 2010. Cards will be available at no charge regardless of where the card is acquired– third–party retailer, Clipper website, Clipper Customer Service Center, in-station promotion, etc., and regardless of whether it is a new or replacement card. This offer is available for a limited time and may be subject to change without notice.
