I heard that all the Big shopping malls were banned from setting establishment in the city, so little mom-&-pop shops can thrive, and space issues of course..

Is it a total ban, though? Target is trying to open a location in the Metreon.

There are certain city codes that tend to weed out certain things in the city (hight and space restrictions etc). Big projects like that also have to be approved by the community so generally they have not been allowed. They would also have to buy up the already occupied space, which fiscally wouldn't be a problem but buying up property that probably has a block of independent stores and twice as many families when they know that the purchase is for a Walmart...I'm sure that would go over well in our city. There are some big name stores around though, like Best Buy on Geary and Costco on 10th, and also projects has gone through of new developments that are of the same magnitude as a Target/Walmart would be. But generally they were for malls (i.e. big project for diverse, independent retail) or housing.

All of these stores listed above are in the area still, there are two Targets alone in Pacifica off of Serramonte on the 280
