Hunters Point and Visitacion Valley probably have the cheapest rents in the city. Other cheap places would be the Excelsior, Oceanview, Ingleside, the Sunset, the Mission, the Tenderloin, true religion jeans parts of SOMA, and maybe parts of Bernal Heights and Potrero Hill (the areas closer to the projects). nice detailed answer.
