Cheap living in San Francisco can be realized in the Tenderloin - In addition the homeless people kind of act as security guards.

outer sunset and outer richmond are cheaper but nice... close to the beach but foggy...

Hunters Point and Visitacion Valley probably have the cheapest rents in the city. Other cheap places would be the Excelsior, Oceanview, Ingleside, the Sunset, the Mission, the Tenderloin, true religion jeans parts of SOMA, and maybe parts of Bernal Heights and Potrero Hill (the areas closer to the projects).
