Ok - so I have heard twice about a restaurant in San Francisco that subjects their customers to a dark, no lights atmosphere, so that you can experience the food better. Is this true? If so, what is the name of such a place, and where is it located?

Opaque- is what your thinking of. Opaque – dining in the dark - is just down stairs from INDIGO Restaurant in Hayes Valley San Francisco.
