You are wise to seek the permit, because otherwise you are technically poaching, and it carries a hefty fine.

Honestly, your best option would be to contact them directly and ask. There is nothing on the web that is specific towards permits, or anything else regarding actually fishing in Stow Lake.

Fishing is not allowed at Stow Lake or any other lake in city limits, with the exception of Lake Merced.

Also, if you are over 16 years old you have to get a fishing license from the Fish and Game Commission of CA.
